During an inspection of the center for senior citizens and handicapped, the Urupinsk regional legislature in the Volgograd region identified a case of illegal detention of the tenants, the Office of the Public Prosecutor announced Sept. 13. The reason for the inspection was a complaint by L. Bezrukov, who informed local authorities that the senior center illegally withheld 75 percent of his pension for his living in the center. The inspection yielded evidence that supported Bezrukov’s accusations about the illegal apprehension of seniors and handicapped in the so-called room for intensive care. The room resembled a prison cell with two metal beds and bars on the window.
