These included a series of concerts, creativity festivals and community events. On the eve of the World Refugee Day, UNHCR and the Alliance of Regional Media Managers organized a workshop in Rostov-on-Don for some 40 journalists from the Southern Federal District. Donor Missions to North Caucasus On 1-3 June, Benelux Ambassadors to Russia visited the North Caucasus. They travelled to Grozny to donate 600 sets of emergency medical aid and an intensive care ambulance to the Chechen medical system. Most had been living in Russia for years, and their work had involved Chechnya, the environment, democracy and other issues. Yeltsin plucked Putin from his post as director of the Federal Security Service in August 1999. The government's apparent reason for denying most of the visas was that it considered the foreigners' work a state security risk. At least one of those foreigners, Greenpeace International activist Tobias MЯnchmeyer, obtained documents indicating that he was considered a security threat. Khadzhi-Murat Yandiyev disappeared in 1999 after being detained by Russian troops. His mother brought the case against Russia in 2001 on the grounds that the Russian authorities had failed adequately to investigate the case. She alleged that Russian troops murdered her son. The International Protection Center said it had been told on July 17 to pay 5 million rubles in taxes on funds it had received from various foreign institutions between 2002 and 2005. The Center helps Russians to take cases against the Russian state to the European Court of Human Rights in Strasbourg, and has won nine victories. It is helping Mikhail Khodorkovsky, the jailed oil tycoon, to appeal to Strasbourg.
