From: MSN NicknameEagle_wng (Original Message) Sent: 7/31/2006 5:10 PM Activists, Reporters Also Called a Threat By Carl Schreck Staff Writer Three months after then-President Boris Yeltsin named Vladimir Putin as prime minister, a steady stream of foreigners connected with nongovernmental groups and media organizations began having their Russian visas denied. Most had been living in Russia for years, and their work had involved Chechnya, the environment, democracy and other issues. Yeltsin plucked Putin from his post as director of the Federal Security Service in August 1999. The government's apparent reason for denying most of the visas was that it considered the foreigners' work a state security risk. At least one of those foreigners, Greenpeace International activist Tobias MЯnchmeyer, obtained documents indicating that he was considered a security threat. MЯnchmeyer, a German national who first came to Russia in 1991 as a graduate student, was denied a visa in December 1999 and sought explanations from the Foreign Ministry and in ... >> full...

The International Protection Center said it had been told on July 17 to pay 5 million rubles in taxes on funds it had received from various foreign institutions between 2002 and 2005. The Center helps Russians to take cases against the Russian state to the European Court of Human Rights in Strasbourg, and has won nine victories. It is helping Mikhail Khodorkovsky, the jailed oil tycoon, to appeal to Strasbourg. Deputy chairman of the Center, Valentin Moiseyev, told The Times that the tax claim was politically motivated. “Why should foreign foundations pay money into the Russian budget?” ... >> full...

"While such issues as health, education and energy security are certainly important to many Russian NGOs, independent human right organisations were devastated by the fact that human rights weren't even an item on the agenda of the summit," chairwoman of Centre Demos Tatyana Lokshina told IPS. Centre Demos is an independent group supporting rights and democracy. "This omission seemed particularly ill-timed as in 2006 varied threats and problems in the sphere of human rights and democratisation, which were building up in Russia ... >> full...
