Russian campaigners say Chechen kidnap victims were subjected to brutal treatment at illegal detention centre.

The authorities are to launch an investigation into claims by human rights activists that the basement of a building used until recently by Russian interior ministry troops served as a vicious torture centre.

But officials have already sought to downplay the allegations which appear to shed new light on the fate of hundreds people who have disappeared without trace.

Dozens of families of missing persons have descended on the premises in Grozny’s Octyabrskiy District - a former boarding school for deaf children - since the Russian human rights group Memorial claimed they had evidence that it had been used as an illegal detention centre, where detainees were subjected to brutal treatment.

Aslan Bezrukov, a known public figure in the republic and a businessman was released yesterday, on June 14th, from the investigatory insulator on the security. That was informed to the Caucasian unit correspondent by his wife Saida Bezrukova. As she said, the state of her husband’s health was normal, and on the question: whether it was necessary to expect in the near future from him some public activities, - she couldn’t answer. "While my husband had been isolated, - she said, - a part from charges against him disappeared, but the investigation is still on".

Note: Bezrukov was taken into custody on April 17th. The Maykop public prosecutor explained then such severe preventive punishment with two circumstances. First of them was suppression of his attempts to interfere into the investigation that took place and were fixed. ...

GROZNY, Chechnya – On June 6 a group of residents of Kharsenoy in the Shatoysky district (southern Chechnya) visited this mountain village which they were forced to leave six years ago after the beginning of a so-called "counter-terrorist operation".

"After the start of the intensive bombing and artillery shelling of villages in the winter of 1999-2000, everyone who lived in Kharsenoy left the place. No one has been there since then," says one of the members of the delegation.

One of Russia’s leading human rights groups, Memorial, has produced what it says is documentary evidence of a secret torture and murder cell in Grozny, the capital of Chechnya , The Independent daily reported Friday.

According to Memorial, Russian police used the dungeon to torture and murder hundreds of people, whose corpses were later dumped across the small, mainly Muslim, republic.

Memorial alleges that the torture cell, located in the basement of a former school for deaf children in Grozny’s Oktyabrskaya district, was decommissioned only last month, when the federal Russian police unit occupying the building withdrew.

The claims undermine Kremlin assurances that life in Chechnya is “getting back to normal” and directly implicate the authorities in the unlawful abduction and extrajudicial execution of civilians.
