Russian Artist Arrested for Putting Putin in a Dress

An artist in the south-western city of Voronezh was arrested and questioned by police over a photo-collage of Prime Minister Vladimir Putin wearing a dress.  Alexander Shchednov, who is also an opposition activist, was detained on June 11th as he tried to hang collages of Putin and President Dmitri Medvedev in front of the Voronezh town hall.

Yelena Dudukina of the Voronezh-Chernozem human rights group reported Shchednov’s arrest to the Kasparov.ru online newspaper.

According to Dudukina, the officers who detained Shchednov first demanded a bribe, and threatened to create problems for Shchednov at his university.  When the activist refused, he was taken in for questioning and held overnight.

During his detention, Shchednov was interrogated for several hours by officers from the local Federal Security Service (FSB).  Dudukina said that the agents resorted to physical force during the questioning.  Law enforcement also searched the ...

Free Groups From State Interference and Expand Proposed Reforms

Russia's laws and practices regulating nongovernmental organizations are stifling independent civic activism and need extensive reform, Human Rights Watch said in a report released today.

The 68-page report, "An Uncivil Approach to Civil Society: Continuing State Curbs on Independent Civil Society Activism," describes how current rules allow the state to interfere arbitrarily with the work of nongovernmental organizations (NGOs), and documents the corrosive impact of these rules and other government measures on independent organizations and activists in Russia. The report states that increased pressure on these groups has been only one part of growing authoritarianism in Russia.

President Dmitri Medvedev convened a working group in May 2009 to begin reform of a limited portion of the laws that regulate some nongovernmental organizations.

The shocking murders of the lawyer Stanislav Markelov and the young journalist Anastasia Barburova on Monday brings Russia's human rights record to a new low. The crime is compounded by the knowledge that Russia has a culture where impunity reigns and murderers are rarely brought to justice. Even in the case of a journalist as famous as Anna Politkovskaya, after a rare two-year murder investigation it is the alleged accomplices who are on trial - while the murderer remains at large.

"Memorial" is concerned about life of Maskhud Abdullaev deported from Egypt to Russia

The Human Rights Centre "Memorial" has expressed its anxiety of the fate of Maskhud Abdullaev, who was deported today from Egypt to Russia for violating the migratory legislation of the former country.

Maskhud Abdullaev, son of Supyan Abdullaev, leader of the Chechen armed underground movement and the closest ally of the leader of all militants of Northern Caucasus Doku Umarov, and Ahmed Azimov were today brought by air to Moscow.

However, their relatives and friends failed to see them among the passengers after the passport and customs control at the airport. At 9:30 p.m. Moscow time, more than four hours after landing, the fate of these two young men was still unknown, as stated in the message of the HRC "Memorial" that has arrived to the "Caucasian Knot".

European Court obliges Russia to pay 35,000 euros to Chechen woman

On June 18 in Strasbourg, a decision of the European Court on Human Rights (ECtHR) on case No. 2393/05 "Magomadova versus Russia" was announced. The court obliged the Russian Federation to pay 35,000 euros of compensation to the resident of Chechnya.

The "Caucasian Knot" has reported that this month the ECtHR has already passed unanimous decisions against Russia for human rights violations on two cases from Chechnya. The Court then found Russia guilty of disappearance of residents of Chechnya in 2001 and fined the government by 160,000 euros.

One more complaint to the ECtHR was filed by Sebigat Magomadova, a resident of Urus-Martan, in the Chechen Republic. The applicant's interests were presented by lawyers of the HRC "Memorial" and the European Centre in Defence of Human Rights.
