The Committee to Protect Journalists voiced concern over the detention of an opposition newspaper editor for criticizing the president of the Russian republic of Bashkortostan, the watchdog group said on its official website.

Viktor Shmakov, editor-in-chief of Provintsialniye Vesti (Provincial News), was arrested April 28 by Federal Security Service (FSB) agents in Ufa, the capital of the semi-autonomous republic, 680 miles (1, 100 kilometers) east of Moscow, local and international media reported.

A court in Ufa remanded Shmakov, 63, in custody for two months while the FSB and Interior Ministry conduct a joint investigation into two articles published in a special edition of Provintsialniye Vesti in April. ‘Why did we let this war poison everything?’
Refugee status

By Anne Nivat

The UN High Commissioner for Refugees, António Guterres, said after visiting Chechnya last month that a UNHCR office there would allow it to improve its work, especially to tens of thousands of internally displaced people. UNHCR has offices in the republics of North Ossetia and Ingushetia, and in North Caucasus, but security restrictions limit access for its staff to Chechnya.

Guterres claimed: “Our staff is anxious to work in Chechnya. Our partners are very skilled and reliable, but if we can be present also we will be able to provide more effective protection and assistance to returnees.” He claimed that: “The remaining problems in the North Caucasus can only be solved first by efforts of the federal authorities, then the authorities of each republic as well as the international community.
