In an open letter to British Foreign Minister Jack Straw dated 7 December, the groups say the assessment "calls the EU's commitment to human rights, democracy, and rule of law into question." Britain, as EU president, welcomed the 27 November elections as "an important step towards broader representation of a range of views in Chechen society." It also said that "the further strengthening of democratic institutions, as part of an inclusive political process, is essential for the sustainable and peaceful long-term development of Chechnya as well as to peace and stability ... >> full...

MOSCOW. Dec 9 (Interfax) - Moscow's Tverskoi Court has satisfied a lawsuit brought by Murmansk citizen Raisa Tkach, a victim of the Dubrovka terrorist attack and has ruled to pay Tkach a single compensation payment of 98,061 rubles, and 2639 rubles per month for the rest of her life," Tkach's lawyer Igor Trunov told Interfax on Friday.
Twelve lawsuits from the terrorist attack's victims are to be considered by the court, he noted. "They are mainly from orphans and other relatives of those that were killed, who have lost the ones who fed them," Trunov said.

MOSCOW. Dec 9 (Interfax) - It is unlikely that those responsible for an incident in the Chechen settlement of Borozdinovskaya where civilians went missing after a special operation will ever be found, Russian Human Rights envoy Vladimir Lukin said.
"Regrettably, my pessimistic forecast has proven to be true until now," Lukin told journalists in Moscow on Friday.
The law enforcement structures' investigation into the incident is not proceeding quickly enough, Lukin said.
"The authorities must stop obstructing the investigation. It is up to law enforcement agencies to find the guilty and bring them to court," Lukin said.

Fatima Bazorkina filed the complaint at the court in 2001, after she saw television footage of a Russian officer interrogating her son as troops were taking over the village of Alkhan-Kala. The officer orders soldiers to shoot and “finish off” her son, Khadzhi-Murat Yandiyev, at the end of the footage, her lawyers said. Bazorkina’s son disappeared six years ago and she saw the footage in February 2000, the court heard. Her visits to prisons and detention centers and a criminal investigation into his disappearance, which closed in 2004, were fruitless. Bazorkina is suing ... >> full...
