New threats to human rights

REFLECTING ON THE LAW By Prof SHAD SALEEM FARUDI


Human dignity and social justice are under siege predominantly from the West’s so-called New World Order that holds poorer nations hostage to the economic and political clout of the developed world.

HUMAN Rights Day on Dec 10 reminded us that some fundamental, natural and inalienable liberties and entitlements are inherent in our status as human beings and are our birthrights. They do not depend on the charity or generosity of the state or the existence of a constitution. They enjoy an authority independent of government.

Though there is some disagreement on the fountain of freedom from which human rights flow – whether from God, nature, reason, intuition, self evidence or popular will – it is agreed that human rights are derived from a source superior to state-made law.

COMMISSION DECISION of on the financing of humanitarian actions in the Northern Caucasus from the general budget of the European Union (ECHO/-EE/BUD/2010/01000)


THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Council Regulation (EC) No.1257/96 of 20 June 1996 concerning humanitarian aid 1 , and in particular Article 2 and Article 15(3) thereof;

Whereas:

(1) The Chechnya conflict has led to an outflow of internally displaced persons (IDPs) into the neighbouring autonomous republics of the Russian Federation. Today, most IDPs have returned to Chechnya but the neighbouring republics of Ingushetia and Dagestan still host IDPs and thousands of returnees continue to be displaced within Chechnya waiting for the reconstruction of their homes. Besides there are still displaced people, including refugees, in the region at large, especially in Azerbaijan.

President Dmitry Medvedev praised Moscow police for a violent crackdown on shocking downtown rioting near the Kremlin's walls Saturday, even as police sought information on who had led the mob of some 5,500 football fans in shouting racist phrases and attacking North Caucasus natives.

HRW: EU-Russia Summit: Raise Human Rights Concerns

(Moscow, December 7, 2010) - The European Union-Russia summit meeting on December 7, 2010, provides an opportunity for the EU to press Russia on a number of burning human rights issues, Human Rights Watch said today.

These include, but are not limited to, the hostile working climate for independent journalists and civic society activists in Russia, rampant impunity for human rights abuses in the North Caucasus region, and Russia's failure to effectively carry out judgments by the European Court of Human Rights.

HRW: Russia: Investigate Beating Of Human Rights Defender

Activist Tried to Witness a Police Raid on an Apartment
December 8, 2010

(Moscow) - The Russian authorities should immediately investigate the beating of the human rights defender Bakhrom Hamroev and take action against those responsible, Human Rights Watch said today. Hamroev was knocked unconscious by a plainclothes officer after attempting to look on as law enforcement officers raided an apartment on December 7, 2010.

"This outrageous beating should be investigated immediately," said Anna Sevortian, Moscow director at Human Rights Watch. "Hamroev's beating is only the latest in a long string of cases of violence and interference in the important work of human rights defenders."

Hamroev, a longtime human rights defender who works on issues related to Central Asia and Islam with the Memorial Human Rights Center, received a call from an acquaintance whose apartment was being searched for religious literature.
