With necessary 226 voices 370 deputies voted for the bill, against - 18, as 3 deputies refrained. They had stipulated that amendments to the bill should be sent to the profile committee till December, 4th then it would pass its second reading, "Interfax" reported. On November 24th, the Tagilstroyevsky Court of Lower Tagil refused early conditional release to attorney Mikhail Trepashkin. Trepashkin received early conditional release at the end of August from a prison colony. Now, he is imprisoned again. On September 16th, 2005, the Sverdlovsk Provincial Court overturned the decision of the Tagilstroyevsky court of Lower Tagil for conditional early release and directed that the matter of Trepashkin be re-examined. On September 18th, Trepashkin was detained in Moscow and on September 22nd, he was placed in correctional colony № 13 in Lower Tagil. A former FSB officer, Mikhail Trepashkin is being pursued by the authorities for the disclosure of unlawful activity by Special Services, and was sentenced to prison on the charge of divulging state secrets. The Committee against Torture is investigating a matter brought by T. Khnychkova. Her son, Vadim Khnychkov, was convicted in July 2005 for serious crimes. The sentence has not yet begun, and Khnychkov is being held in IZ-52/1. Khnychkova reported that during his time under guard, the police repeatedly applied violence to her son in order to force him to acknowledge his part in the crimes. Khnychkov was so gravely injured, that he could not move, according to a Nizhny-Novgorod Committee Against Torture communication on November 24th. The basis for the charges in Khnychkov’s case were obtained under torture. An attorney collaborating with the Committee Against Torture, questioned Khnychkov in prison. According to the “Memorial” human rights center and the Committee Civil Assistance, a letter was received from Ishmuratov telling how special forces are infringing on his freedom of movement. When Timur Ishmuratov went for his passport in the Nefteyugansk Tyumenska Oblast, where it was registered, officials from the local FSB section swiped his passport from the table and said that upon the request of their Tatar colleagues they would not give it back to him.
