It comes as no surprise that political and civic activists in Russia experience harassment from police. Members of the opposition have long complained that they have been followed, detained as they travel by train, or even threatened by the militsiya. Yet the scope and systematic nature of such activities is just beginning to come to light.

As it turns out, the Russian police are creating databases used to the track the movements of law-abiding citizens. Theproject is overseen by a new department for countering extremism within the Russian police, but often targeted at individuals for no reason other than their political views or activism.

Vienna, November 10 – On this Militia Day, the anniversary of Lenin’s creation of a worker’s militia in 1917, the attention of most Russians has been caught by the criticism of the Interior Ministry by MVD Major Aleksey Dymovsky on YouTube where it has already been viewed more than half a million times.
But perhaps a more important statement about the Russian police force was made by retired MVD General Vladimir Ovchinsky, who now serves as an advisor to the chairman of the Russian Federation’s Constitutional Court, who said that local militia units are “hardly likely” to fire on the people among whom they live (svpressa.ru/society/article/16680/).

Mother of the trooper who perished in Chechnya lodges 1-million claim to Strasbourg Court

Mother of Vadim Chugunov, a Russian trooper, who perished in the battle near Ulus-Kert in 2000, believes that the failure of the Russian party to pay her the due compensation for the death of her son in Chechnya is a violation of the provisions of the European Convention of Human Rights.

Vadim, Dina Chugunova's son, was recruited in summer of 1999. In early 2000, with his sixth squadron of the 104th paraborne regiment of the 76th Pskov Division of Airborne Forces (known as "VDV") he was sent to Chechnya. The fight, in which 84 troopers were lost, took place at night on March 1, 2000, at the entrance to the Argun Gorge, near Ulus-Kert village. Mother was informed about his son's death on March 8. Vadim Chugunov was posthumously decorated with the Order of Courage.

Law enforcement bodies are exerting pressure on the people supporting Militia Major Alexei Dymovskiy, who had made public illegal actions of Novorossisk militia bosses. The "Caucasian Knot" correspondent was informed about by Vadim Karastelyov, expert of the Novorossisk Committee on Human Rights.

"On November 11, a Novorossisk pensioner Tatiana Mironova submitted a notification on holding a picket in support of Major Dymovskiy to the city administration. The picket is planned for Saturday, November 14. According to the law, the administration was to give an answer on that very day. However, no answer was given; and today we submit a respective compliant to the prosecutor's office," said Mr Karastelyov.

He has added that militiamen tried to exert pressure on Tatiana Mironova: they tried to entice her into their division for taking certain explanations. "It's illegal, because notification about a picket needs no conversations with militiamen ...

WiPC issues a call for solidarity for persecuted writers


To mark the Day of the Imprisoned Writer (DoIW) on 15 November, the Writers in Prison Committee of International PEN (WiPC) is highlighting the cases of imprisoned writers and honouring those who have been slain for defending free speech. WiPC is calling on all activists and writers to show solidarity on behalf of persecuted writers by sending appeals to authorities. This year WiPC is shining a spotlight on five people from around the world. 

WiPC is urgently asking for help for two dissidents facing long prison sentences. 

Chinese writer Liu Xiaobo, former president and current board member of the Independent Chinese PEN Centre, has been detained since 8 December 2008, for advocating political reform and the protection of human rights. He was charged in June 2009 with "incitement to subversion of state power." If convicted, he faces up to 15 years in ...
