HRW Says Russia Ignoring Chechen Rights Rulings

MOSCOW (Reuters) -- Russia has ignored a series of judgments by the European Court of Human Rights on Chechnya, fueling a cycle of violence in the North Caucasus, a prominent rights watchdog has said.

The New York-based Human Rights Watch said not a single perpetrator had been brought to justice despite court judgments naming individuals directly involved in disappearances, extrajudicial executions, and torture.

The cases relate to violations during Russian military and intelligence operations in Chechnya from 1999 to 2004.

Rights groups accuse pro-Kremlin Chechen leader Ramzan Kadyrov of ruling effectively since 2004 with a climate of fear to keep control over the mainly Muslim region on Russia's southern flank, where Moscow has fought two wars against separatists in the past 15 years.

(RFE/RL) -- Activists and lawyers have seconded accusations leveled against Russia in a recent report by Human Rights Watch (HRW) in which the group alleges that Moscow routinely ignores rulings by the European Court of Human Rights, contributing to a climate of impunity in the North Caucasus.

Russia has so far paid monetary compensation and legal fees awarded by the court. But rights activists say Moscow has largely failed to adopt requested policy changes to prevent similar violations.

"The government has to pay, but it is also obliged to investigate the offenses and to eliminate the factors that made these crimes possible," Aleksandr Cherkasov, an activist with the Russian rights group Memorial, tells RFE/RL's Russian Service. A couple of weeks ago there were reports in the media about an Islamic insurgent who defected from a group of his fellow guerrillas in the forest. The nineteen-year-old youth had left the guerrilla encampment on the pretext of gathering firewood, run away and surrendered to the law enforcement bodies in the hope of receiving mercy from his compatriots. On local television he described the misery in the camp: the fear of the constant special operations, the obsolete weapons, the lack of ammunition and food. It was time to stock up for the winter, but there was no possibility of getting hold of any supplies. The “Forest Brethren” were facing starvation.

Russia Denies Visas To Reporters Without Borders

Reporters Without Borders (RSF) says it is “shocked” by Russia’s decision to refuse visas to two of its representatives, RFE/RL’s Russian Service reports.

RSF says it was planning to send two officials to Moscow to take part in a press conference devoted to the third anniversary of Russian journalist Anna Politkovskaya’s slaying.

RSF said in a press release that the Russian decision to refuse visas to the organization’s officials deprives RSF of being able to express its solidarity with Russian journalists and rights activists.

Politkovskaya, who was Russia’s most-active journalist in covering the fighting in Chechnya, was shot dead in the elevator of her Moscow apartment on 7 October 2006.

No one has been convicted in Politkovskaya’s killing. Four suspects allegedly involved in her murder were acquitted earlier this year. The Supreme Court ruled last month that the case must be further investigated.

Russians remember slain reporter
Three years on, Anna Politkovskaya's killers have 
still not been brought to book [AFP] 
 

Hundreds of peoople have rallied on the third anniversary of the murder of Anna Politkovskaya to demand that the authorities find and punish the killers of journalists in Russia.

A well-known journalist, Politkovskaya was a harsh critic of the Kremlin. Her reports exposed widespread human-rights abuses and corruption in Chechnya.

Prosecutors have said little about who might have ordered the contract-style killing of her on October 7, 2006. The suspected gunman is said to be in hiding abroad while three men accused of playing minor roles in the killing remain under investigation.

Since Politkovskaya's death, at least seven journalists and human rights activists have been killed in Russia, including one who wrote for the same newspaper,Novaya Gazeta.
