MOSCOW (Reuters) - Russia hit out at mounting criticism of its democracy record on Thursday, after U.S. Secretary of State Condoleezza Rice said Moscow's behavior raised doubts about its fitness to chair the G8.

Russian Foreign Minister Sergei Lavrov, after talks with French counterpart Philippe Douste-Blazy, responded hotly to a journalist who asked the French minister why he had not joined recent German and U.S. criticism of Russia.

"For some reason, your French colleague asked if Philippe wanted to join the criticism of Russia, and did not ask me if I wanted to join the criticism of the United States," Lavrov said, after listing a series of problems in various Western countries.

Rice's critical comments joined similar remarks earlier this week from German Chancellor Angela Merkel, who said she did ...

Human Rights Watch released its annual report for 2005 yesterday. “Russia sunk deeper into authoritarianism in 2005,” it concluded. The organization's report criticizes political reforms in Russia (elimination of direct voting for governors) and the appointment of 30 regional leaders by Russian President Vladimir Putin last year. Changes in election law will also lead t the Russian parliament becoming “even more monolithic than it is now.” The new law on noncommercial organizations was described as “draconian.”

KABARDINO-BALKARIA, 20 January, CaucasusTimes. Yurii Ketov, Prosecutor of Kabardino-Balkaria replied to the report in defence of Rasul Kudaev, who is currently under investigation, which has been sent earlier by human rights activist Svetlana Kudashkina and lawyer Irina Komisarova.

The reply says that Rasul Kudaev has been detained “as a suspect in the criminal case # 25/78-05, started on 13 October 2005 in connection with the attack on law enforcement agencies and civil objects in Nalchik. On 25 October 2005 Nalchik city court decided to take Kudaev into custody.

KARACHAEVO-CHERKESSIA, 20 January, Caucasus Times. On Friday President of Karachaevo-Cherkessia Mustafa Batdyev met the representatives of the South Korean company “Samsung UK. Ltd” which displayed interest in natural resources of the republic and is planning to start mining of natural resources of Karachaevo-Cherkessia.

Press service of the President of Karachaevo-Cherkessia told CaucasusTimes correspondent that President Mustafa Batdyev and representatives of company “Samsung UK. Ltd” signed a memorandum on locating deposits and mining of mineral resources as well as non-ferrous and precious metals and other natural resources.

Also, the company received an exclusive licence enabling locating deposits and mining of mineral raw materials.

Asylum laws leave Chechens stranded in Poland
In the corner of the dimly lit entrance hall of a Soviet housing block in the Warsaw suburb of Wolomin, housing Chechen refugees, a middle-aged man toys aimlessly with a large switchblade.
 
Children's voices ring down from the upper storeys of the building, home to between 200 and 300 Chechens who have fled the war in their north Caucasus homeland to end up at one of 17 refugee centres in Poland.
 
A pall of cigarette smoke hangs over the hallway, where a dozen Chechen men mill around, nothing better to do with their day.
 
Mikail (39) has been at this centre for one year and two months. He left behind him an idyllic life in Chechnya, where he headed a cultural centre and his family reared horses until their stables were destroyed in the war.
