MOSCOW. Aug 3 (Interfax) - President of the European Court for Human Rights (ECHR) Jean-Paul Costa has called on Russia to reduce the time defendants are held in custody.
The main problems that the Strasbourg Court sees in Russia is "failure to enforce court rulings," and "the long time a case takes in the courts," Costa said.
"But again, this is not only Russia's 'disease', but also that of Eastern European countries, and Italy (a champion, a case can take up to 20 years there) and France. Another example is the situation in Russian prisons. A similar problem also exists in Ukraine. And finally, too lengthy pre-trial detentions," Costa said in an interview with the Moskovskiye Novosti newspaper published on Friday.
The Russian correctional system is in poor condition, and it can take a lot of time to sort out this problem, the president of the Strasbourg Court said.
"Alas, it will take a lot of time to resolve this problem: either everyone should be released, or new prisons should be built. Criminals cannot be released, as it will not be allowed by the public. Building new prisons will require a lot of time and money. So the situation will not improve tomorrow or even after tomorrow," Costa said.
"The simplest thing is to reduce the pre-trial detention time. Our court has a very clear position on this: not more than two years. The problem seems to me easily resolvable, because it depends only on Russian judges," the European Court president said.
Russia has "good laws," but they should be enforced, he added. kk md
