Residents of temporary accommodations in Grozny forced out
CHECHNYA, Grozny. Representatives of the local authority are continuing the "voluntary- forced" removal of inhabitants of points of temporary accommodation (PVR), reported the Center of Independent Journalists and Council of Nongovernmental Organizations (SNO) on July 26.

PVR tenants in Grozny report that on July 25, the Head of Administration of the Leninist region, Bakharchiyev, Ministers of Culture and Building, Muzakayev and Gekhayev, and local police arrived at the PVR. They told the inhabitants that during August there will be a large festival in Grozny, "Peace in the Caucasus", and that the PVR building will be used to house numerous guests. In connection with this they demanded that the forced migrants living there leave their accommodations by 6:00pm.

People began to express their concern that there was simply nowhere to go, however the officials simply ignored their protests. Moreover, it was explained to them that places for people evicted from the PVR were still not ready and they attempted to leave the forced migrants without a roof over their heads.

PVR residents say the police violently beat one of the forced migrants, Alikhan Sadykov. According to existing information, the "guardians of the law" roughly demanded that he produce his documents, and Sadykov refused. Then police attempted to force him from the accommodation. Several women entered the room, after which the "servants of the law" started to hit him with the butts of their rifles. Sadykov was severely beaten and driven away to the police station.

After this incident members of the Republic’s Public Chamber and representatives of a number of human rights and public organizations arrived and only then was the conflict settled. Alikhan Sadykov was released, and the immediate removal of the forced migrants was disallowed.

Nevertheless, inhabitants of the PVR in Groznyy believe that soon the authorities will force them to move out and they are anxious. The festival of "Peace in the Caucasus", whose guests officials plan to place in the PVR building, will take place in Groznyy at the end of August of this year. The festival will last several days and no fewer than 700 people are expected to participate.
