On March 29 in Ingushetia, officers of North Ossetian law-enforcement agencies kidnapped local residents, according to the human rights center "Memorial". At about 5:20pm, three cars attempted to pass through the DPS (Road Patrol Service) post on the border of Ingushetia in Nazran-Kamaz.
DPS MVD officers of Ingushetia stopped the cars for inspection. It turned out that they were officers of the RUBOP (Russian anti-Organized Crime unit) and MVD (Ministry of Internal Affairs) of North Ossetia. In one of the cars (a "Gazel'") was a resident of Ingushetia, kidnapped by the "siloviki" (military or security officials). According to unconfirmed information, one additional kidnapped person was in another car. (BAZ -2107). The DPS officers demanded an explanation from the RUBOP officers for why they were taking these people.
At this time, the relatives of the kidnapped drove up to the post., The Ingushetia police and the victim's relatives were able to free theperson in the Gazel. The BAZ -2107, in which were RUBOP officers and another kidnap victim, left the post and entered North Ossetia. Their associates, in the "Gazel" and another car, were detained by the DPS officers. Extra MVD officers from Ingushetia arrived and escort the detained RUBOP officers to the Ingushetia MVD. In all, according to the eyewitnesses, 15 RUBOP officers were detained.
It should be noted that in Ingushetia this is far from first case of local residents being kidnapped by law enforcement authorities in North Ossetia. The majority of them subsequently are found to be in the investigation unit in Vladikavkaz. In these cases, the kidnapped have no way to report their location to relatives or to hire an independent attorney to protect their interests. Sometimes the "siloviki's" special operations lead to tragic consequences as, for example, in the case of the death of Malgobek resident Hussein Mutaliyev on March15, 2007.
