The Parliamentary Assembly of the Council of Europe (PACE) may deprive Russia of its right to vote in the organisation. Konstantin Kosachev, head of the Russian State Duma’s committee on international affairs, said Russia may, as a consequence, leave PACE altogether. In such a case, Russian citizens would lose their right to appeal the sentences meted out in Russian courts to the European Court of Human Rights in Strasbourg. Russia would thus join Belarus, which so far has been the only country in Europe outside PACE.
