On February 21, the office of the human rights center "Memorial" received a letter from the Tver Inter-District Procuratorship of Moscow addressing Memorial Chairman Oleg Orlov with a request in connection with the General Procurator's Office of Russia’s investigation of documents concerning the publication of the book "Approaching the European Court for Human Rights".
The communication dealt with copies of commodity invoices, cash register receipts, bills, and other documents. The letter indicated that the Attorney General's Office was carrying out an investigation "regarding the joint publication" of "Approaching the European Court for Human Rights" by "Memorial" and "Alvares Publishing". Furthermore, the procuratorship requested an explanation of the “purpose of Memorial’s participation in the publication of this book and how it came about".
The letter was sent by fax at 2:00 pm, and the documents were demanded by 4:00pm the same day.
"Memorial" expressed surprise at the unexpected attention of the Attorney General's Office to the publication of this book, which was published more than the year ago and has already been distributed to the general public.
