On September 15, in the region of the Nazran Central Market, officers of the Ingush police force detained Chechen forced migrant Imran Dukhigov. According to the Chairman of the Committee on the Protection of the Rights of Forced Migrants, Aslambek Apayev, the police delivered Dukhigov to the Office of Internal Affairs in Transportation (LOVDT), where they suggested that he "confess" that he was carrying a packet containing narcotic substances. In this case, the policemen told Dukhigov that they had orders from Rostov, and a confession was necessary for department statistics.
After Dukhigov refused to slander himself, they subjected him to severe beatings. Fearing for his health, he was forced to sign all papers. After this, Dukhigov was given a packet containing a white substance, which was then "discovered in the search". Dukhigov’s passport was also illegally taken. According to the head of the Committee on the Protection of the Rights of Forced Migrants, after suffering from this police injustice, Imran Dukhigov turned to the procuratorship with a statement proposing that the colleagues of the law-enforcement agencies recall their statement and promise to destroy all documents created by them concerning the detention and "confiscation of narcotics".
According to Aslambek Apayev, the Committee on the Protection of the Rights of Forced Migrants has directed a statement to a number of the international organizations, (in particular the UN and the Council of Europe), and also to Russian human rights organizations, using Dukhigov’s case as an example of police arbitrariness with respect to forced migrants.
