The Bureau of the Parliamentary Assembly of the Council of Europe will not prepare a separate human rights report on Chechnya, a Russian MP quoted by RIA Novosti said Monday.
A group of deputies has proposed making a separate report on human rights in the North Caucasus, but the bureau rejected the initiative.
“The bureau decided not to draft a separate report on the situation regarding human rights in Chechnya and hand this topic over to the monitoring commission,” Konstantin Kosachev, who heads the international affairs committee of Russia’s lower house of parliament said.
Kosachev said PACE, which has opened its summer session in Strasbourg, and Chechen leaders were conducting a constructive dialogue, and “discussing this situation half a year after this issue was discussed at PACE would mean refusing support to Chechen leaders.”
He said a section on Chechnya could be included in a bigger report on the implementation of Russia’s commitments to the Council of Europe, drafted once every two years.
