Most peoples have had, at certain stages in their development, a penchant for collecting the heads of their enemies. The ancient Celts did it, the Scythians did it, even in Medieval Europe it was quite widespread, while Samurai warriors presented severed heads to their lords as proof of their valour. It appears that in Russia, though, old habits die hard.

Recently a Moscow court rejected a rather unusual claim from a Dagestani resident. The man wanted the St. Petersburg Museum of Anthropology and Ethnography, also known as the Kunstkamera, to return the skull of his ancestor – famous Caucasian warlord Haji-Murat Gajiyev who fought the Russians together with the legendary Imam Shamil in the mid-19th century, and perished way back in 1852.

Forum in memory of Politkovskaya held in Washington

The International Conference "Russia - a Year after Anna Politkovskaya's Murder" is currently underway in Washington.

Journalists, human rights activists and representatives of the Russian opposition are among the participants of the forum. The action was organized by the Radio Free Europe and Radio Liberty with participation of the US Congress.

While recollecting the life, achievements and death of journalist Anna Politkovskaya, the participants of the forum are also discussing the problems of restricting the freedom of speech in Russia, facts of violations of human rights and attempts to suppress dissidence in all its manifestations, the Radio Liberty informs.

Рассылка мобильными операторами сообщений на латинице является незаконной - Россвязьохранкультура

Москва. 12 октября. ИНТЕРФАКС-ТЕЛЕКОМ - Россвязьохранкультура признала незаконной рассылку мобильными операторами рекламных и информационных сообщений, написанных латиницей.

Как говорится в сообщении регулятора, абоненты обращаются в службу "с претензиями о получении от операторов связи коротких текстовых сообщений рекламного и информационного характера с использованием графической основы латинского языка (латиницы)".

Между тем, согласно федеральному закону "О связи", взаимоотношения операторов связи с абонентами на территории РФ должны осуществляться на русском языке. Далее ведомство ссылается на закон РФ "О языках народов Российской федерации", согласно которому "алфавиты государственного языка РФ и государственных языков республик строятся на графической основе кириллицы".

New Law to Reduce Referendum Rights

Voters could lose much of their say in the country's affairs under a bill backed by pro-Kremlin party United Russia that would drastically reduce the range of issues eligible for a national referendum.

Authors of the bill, which the State Duma passed last week in a first reading, said it was necessary to prevent public discord, while critics said it would give authorities the right selectively to ban any referendum.

"There is, for example, a group of disgruntled people who get together and begin to disrupt society," United Russia deputy Alexander Moskalets, one of the bill's authors, said Friday. "We don't need this."

The bill is tentatively scheduled for a crucial second reading next month.
