On October 4, the Constitutional Court of Russia conducted a hearing on the constitutionality of the Criminal Procedure Code (UPK) and Criminal Code (UK) of Russia concerning forced medical measures.
Those who brought the case believe the disputed articles violate their constitutional rights and freedoms, as they allow for the "arbitrary application of forced measures of a medical nature", i.e., forced psychiatric examination.
V. Matveyev, O. Lobashova and S. Ablamskiy, in their complaints, dispute Article 402, Part 1 of Article 437, Article 444, Part 1 of Article 445, Chapter 51 of the UPK of Russia and Chapter 15 of the UK of Russia.

Up to 2,000 people, many holding carnations and pictures of the reporter, attended a sombre rally in Pushkin Square under rainy, cold skies to mark the anniversary of her death. "We should fight for freedom," the editor of Politkovskaya’s newspaper Dmitry Muratov told the crowd, which also included members of the "Other Russia" dissident group. "We should keep Anna in our hearts and we should not follow the instructions of Putin". Hundreds of extra police, some on horseback, patrolled nearby while vanloads of additional officers waited in side streets but no trouble was reported. Foreign rights activists detained by police

From: MSN NicknameEagle_wng (Original Message) Sent: 10/7/2007 7:08 AM Foreign rights activists detained by police Updated: 10/07/07 6:40 AM MOSCOW (AP) — Police on Saturday detained several foreign rights activists trying to attend a conference commemorating Anna Politkovskaya, the Russian investigative reporter and Kremlin critic who was murdered one year ago, activists said.
The detentions occurred on the eve of the anniversary of Politkovskaya’s execution-style slaying in her Moscow apartment building entryway. Other rights activists, journalists and some of Russia’s beleaguered opposition planned commemoration ceremonies today in Moscow.
Politkovskaya won international acclaim for her reporting of atrocities against civilians in war-scarred Chechnya, and her killing cast a harsh light on the safety of journalists and government critics under President Vladimir V. Putin.
The five detained activists — including citizens of Spain, Britain and Germany — were among dozens who traveled to the city of Nizhny Novgorod for the conference.
