On November 13, a group of Turkish NGOs organized a joint press conference and explained the humanitarian situation in Chechnya.

Necati Ceylan, chairman of TGTV (Turkey Volunteers Unit Foundation); Attorney Cihat Gokdemir, chairman of Istanbul branch office of Mazlumder (The Association of Human Rights and Solidarity For Oppressed People); Kenan Alpay, vice chairman of Ozgur-Der (The Association of Free Thought and Education Rights); and Bulent Yildirim, chairman of IHH (The Foundation for Human Rights and Freedom and Humanitarian Relief) came together for Chechnya on November 13 at Resadiye Hotel in Istanbul city of Turkey.

Amendments to Law on Treason Seen Protecting State Corporations

Andrei Soldatov

The new amendments to the Criminal Code, although they concern such crimes against the state as treason, the disclosure of state secrets, and espionage, are more aimed at protecting the interests of state corporations than the state. And even the most ardent supporters of Russian state capitalism can hardly claim that they are one and the same thing.

In any long-running process (and secure classification began in our country long before Putin) it is desirable to understand what grouping benefits from each of its specific phases. During Mr Primakov's premiership, for example, it benefited the lobbyists committed to ensuring that the decision-making process in the Cabinet of Ministers should be as closed as possible -- it was then that there was first talk about penalties for "leaks." Then came the time of beneficiaries from the counterintelligence services, and, thanks to ...

The Kremlin’s Anti-Crisis Package: How and Why “Black Lists” Are Made

Irina Borogan

It comes as no surprise that political and civic activists in Russia experience harassment from police. Members of the opposition have long complained that they have been followed, detained as they travel by train, or even threatened by the militsiya. Yet the scope and systematic nature of such activities is just beginning to come to light.

As it turns out, the Russian police are creating databases used to the track the movements of law-abiding citizens. Theproject is overseen by a new department for countering extremism within the Russian police, but often targeted at individuals for no reason other than their political views or activism.

This is the third in a series of articles documenting the government campaign to battle extremism and strengthen control over the public. The series is a joint project between the Yezhednevny Zhurnal online newspaper and the Agentura.ru web portal, which ...

Window on Eurasia: Russia Militia Units Won’t Shoot at Their ‘Own’ People But Outsiders Will if Moscow Requires It, Retired MVD General Says

Paul Goble

Vienna, November 10 – On this Militia Day, the anniversary of Lenin’s creation of a worker’s militia in 1917, the attention of most Russians has been caught by the criticism of the Interior Ministry by MVD Major Aleksey Dymovsky on YouTube where it has already been viewed more than half a million times.
But perhaps a more important statement about the Russian police force was made by retired MVD General Vladimir Ovchinsky, who now serves as an advisor to the chairman of the Russian Federation’s Constitutional Court, who said that local militia units are “hardly likely” to fire on the people among whom they live (svpressa.ru/society/article/16680/).
“It is no accident,” he told “Svobodnaya pressa,” that when there were protests in the Far East over Vladimir Putin’s ...

Mother of the trooper who perished in Chechnya lodges 1-million claim to Strasbourg Court

nov 11 2009, 23:20

Mother of Vadim Chugunov, a Russian trooper, who perished in the battle near Ulus-Kert in 2000, believes that the failure of the Russian party to pay her the due compensation for the death of her son in Chechnya is a violation of the provisions of the European Convention of Human Rights.

Vadim, Dina Chugunova's son, was recruited in summer of 1999. In early 2000, with his sixth squadron of the 104th paraborne regiment of the 76th Pskov Division of Airborne Forces (known as "VDV") he was sent to Chechnya. The fight, in which 84 troopers were lost, took place at night on March 1, 2000, at the entrance to the Argun Gorge, near Ulus-Kert village. Mother was informed about his son's death on March 8. Vadim Chugunov was posthumously decorated with the Order of Courage.
