GROZNY. June 15 (Interfax) - Chechnya's commissioner for human rights Lema Khasuyev said he will not cooperate with representatives of the Memorial human rights organization.
"Memorial has a principle: the worse the situation in Chechnya the better for Memorial. That is why I will not work together with them [Memorial representatives]," Khasuyev said on Wednesday.
The Memorial administration is "pursuing their only goal - to work off the money received from Western structures," the ombudsman said.

Umarov Ruslan is the native brother of Chechen Commander Dokku Umarov and was apprehended by Russians on 24 February this year. Umarov Zaurbek, his cousin, was detained in 2003, and Ataeva Roman, a distant relative, was taken hostage in Ingushetia on 28 October 2004. For a long time, and widely practiced, Russians have captured relatives of Chechen politicians and militaries, with the purpose of forcing them to end their struggle. A political commentator with close links to the Kremlin said Thursday that that the EU Constitution's rejection by French and Dutch voters boded well for for Europeans and Russia.
Gleb Pavlovsky said the rejection would help temper ambitions of the EU bureaucracy and improve Russian-EU relations. "There was a split between the elites' game of a unified Europe as a superpower playing geopolitics, and the Europeans' desire to live in a normal, sovereign environment," he said. (AP)
