The Parliamentary Assembly of the Council of Europe, PACE, last week delivered a stern rebuke to Russia for continued human rights abuses in Chechnya, and criticised recent legislation curbing Russian non-governmental organisations. Russian parliamentarians resisted large parts of the resolution and brushed off its significance. Groundwork for the resolution was laid by Rudolf Bindig of Germany who served for several years as human rights rapporteur on Chechnya, regularly visited the republic and worked closely with the human rights organisations Memorial, Demos and the Moscow Helsinki Group. On January 26th, representatives of the Committee for Civil Assistance, Svetlana Gannushkina and Helen Ryabinin were called in to the Moscow City Public Procurator. The prosecutor is investigating the propagation in the mosques of the fatwa, created at the request of Civil Assistance, issued by the mufti of the Asian part of Russia, Nafigully Ashirov concerning the organization "Khizb ut-Takhrir". Civil Assistance Chairman, Svetlana Gannushkina and director of the program "Aid to Political Refugees from Central Asia", Helen Ryabinin told a correspondent of PRIMA -.News that the prosecutor asked them why the fatwa was ordered. "Khizb ut-Takhrir" has been declared an extremist organization by the Supreme Court of the Russian Federation and is forbidden. Ashirov’s statement contains no call to violence. Larisa Dorogova, a lawyer representing the interests of the relatives of militants killed during the attack on Nalchik on 13 October last year, in her interview to CaucasusTimes stressed that relatives of the killed militants are suffering from repressions and humiliations. Rights of children of those militants are being frequently violated. As an example, Larisa Dorogova reported the case when children of the killed militants were rejected to get financial compensation they were eligible to receive for loosing their bread-winner. In her words, the relatives of the militants understand that they cannot enjoy full rights as Russian citizens any more. All Known Genocide acts and operations that took place in accordance with historical facts and figures depending on documentary ways and means give the human beings an idea of what the tyrants and criminals had committed against their oppressed victims. All known genocide crimes had been treated and dealt with in regard to punishing whoever (including the regimes) committed such savage and horrible actions and by compensating the victims. The only forgotten genocide that no one remembered in the world of today, is the most savage genocide against Circassians in particular and North Caucasian nations in general which took place in the 19th century, when Tsarist Russia concluded a long series of wars and aggressions in the year 1864. After a rather long silence the Committee of the State Duma on affairs of nationalities replied to "Circassian congress" of Adygeya in relation to the inquiry concerned recognition of the genocide against Adygeyan (Circassian) people during and after the Russian-Caucasian war of the XIX century. The letter has been received today, on January 27th, as the chairman of the organization Murat Berzegov informed I? REGNUM correspondent.
