Shady action against rights defender

The trial of human rights defender Osman Boliyev, leader of the human rights organisation Romashka ("Camomile"), will continue in Dagestan on 30 January 2006. The previous hearing was postponed because of non-attendance on the part of prosecution witnesses whose whereabouts is unknown. The human rights activist is charged with illegal purchase, storage, and carrying of weapons (Part 1 of Article 222 of the Russian Criminal Code).

On 15 November 2005, traffic police officers convoyed Mr Boliyev, resident in Khasavyurt, to a local police station to examine his car which they said was like a recently hijacked one. On their way, however, Mr Boliyev's car was stopped by riot police officers. The traffic policemen passed him to the riot policemen and went away. The Parliamentary Assembly of the Council of Europe (PACE) delivered a stinging rebuke to Russia for its record on human rights abuse in Chechnya.

In a resolution adopted by the assembly, it condemned what it called the excessively harsh behavior of the Russian security forces, numerous human rights violations, and the climate of impunity in which the security forces operated. It also urged the Council of Ministers to restart monitoring of human rights abuses in Chechnya.

STRASBOURG--There were harsh words in Strasbourg from a body that is increasingly seen by many as the top human rights watchdog in Europe.

Chechnya, the Parliamentary Assembly said, was the most serious human rights issue in any of the Council of Europe's member states.

In 2006, European Human Rights Court is going to consider a complaint from female residents of the city of Tyrnyauz, who lost their houses and property as a result of mud flows in 2000.

Key point of a complaint filed by female residents of Tyrnyauz Shishkina, Hahlova, Atmurzaeva, Budaeva and Shogenova is that the court in Russia ruled to pay them as a compensation for the damage inadequate sum of money, which equalled just to 15 thousand rubles for one-room apartment and 30 thousand for two-room apartment while their lost property was valued at only 13 thousand rubles.

CHECHNYA, 3 February, Caucasus Times - The questioning of defendants in the criminal case against a gang of 11 people operating in the republic's Gudermesskiy and Shalinskiy districts has come to an end in the Supreme Court of the Chechen Republic.

This trial has been continuing since September last year. All the defendants are residents of the republic. These are S. S. Temirbulatov, I. B. Saiyev, S. K. Anasov, A. M. Yusupov, M. M. Baysumov, P. B. Taysumov, Kh. A. Barakhayev, M. E. Alarkhanov. I. V. Ayubov, T. S. Yashuyev and B. S. Chumakov.
