On 26 January it became known that Russian Justice Ministry's Federal Registration Service (FRS) has applied to court to have Russian Human Rights Research Centre closed down. The application was filed with Moscow Basmannyi Court, reports AGORA, interregional association of human rights groups. Alexander Zhafyarov, head of FRS's Office for the Affairs of Political Parties, Public and Religious Associations, stated that "the said public association for over five years hasn't supplied Justice Ministry's FRS with information that would allow it to continue to operate". On 10 January 2006 Justice Ministry refused to update information on the State Register concerning the Centre's new governing Board. Executive Director of the Society of Russian-Chechen Friendship (ORCHD) and Editor-in-Chief of the newspaper "Human Rights", Stanislav Dmitriyevsky entered a writ of appeal on February 13th, to the Judicial Board for Criminal Cases of the Nizhniy-Novgorod Provincial Court with regard to the sentence imposed by the Soviet district court of Nizhniy Novgorod. On the same day, a writ of appeal was submitted to the provincial court by Dmitriyevsky’s attorney, Leyla Khamzayeva, who lives in Moscow. On February 9th, Yuri Sidorov, another defense attorney, submitted an appeal. The appeals contain demands to revoke his sentence, and to close the criminal case. Information Center ORCHD, reports that, in their complaints, Dmitriyevsky’s lawyers focus on the groundlessness of sentence. The court in Kassel ruled that if returnees' safety in the rebel province could not be assured, the German authorities had to allow the refugees to remain in Germany and to consider them asylym seekers. It noted that returning Chechyan refugees were often suspected by the Russian forces of being terrorists and were therefore denied their civil rights. According to the German immigration authorities, some 40 percent of the 1,719 Russian asylum seekers that came to Germany in 2005, were from Chechnya, where an 11-year-old conflict with Russian forces still simmers.
