The head of the U.N. Human Rights Commission expressed concerns about the plight of Chechen refugees in the North Caucasus, whom she visited recently.

Louise Arbour went to the refugee camps in Ingushetia, where tens of thousands of refugees fled from the conflict in neighboring Chechnya, reports the BBC.

She told the Russian Novosti news agency, Despite obvious efforts by the republic and international organizations, these people live in exceptional poverty, and have been living like that for a long time.

She said she planned to discuss the refugees' human rights situation with officials in Chechnya. The abuses are blamed both on the Russian army in Chechnya and those fighting the army, the report said. Arbour said she will raise the issue with Russian President Vladimir Putin this week.

21 February 2006 -- The United Nations' High Commissioner for Human Rights, Louise Arbour, says she is disturbed by accounts of torture and kidnappings in Chechnya.

Arbour said that while she did not underestimate the task facing the Russian military in restoring order in Chechnya, she was worried by reports from human rights organizations of abuse by Russian forces.

She made the comment in the Chechen capital, Grozny, after a meeting with the public prosecutor for the region, Valery Kuznetzov.

Today's visit to Chechnya was part of a tour of the North Caucasus. On 23 February, she is expected to meet with President Vladimir Putin in Moscow.

U.N. High Commissioner for Human Rights Louise Arbour arrived in Russia on Sunday night. Disappointed with the new Act on Non-Government Organizations (NGOs), the right advocates of Russia updated the high commissioner concerning the situation with human rights’ violation in the country in hope she will convey their concerns to President Putin during the visit.
In Russia, Arbour started with meeting right advocates of Moscow Helsinki Group, Memorial, Civil Assistance, Union of Soldiers’ Mothers Committees and other associations. Displeased with the new Act on NGOs and accused by the Federal Security Service of being funded by foreign intelligence, the law advocates have spared no efforts when reporting on NGOs’ chase in the North Caucasus, xenophobia ...

Resolution of PACE «Need for international condemnation of crimes of totalitarian communist regimes»

Resolution 1481 (2006)1

1. The Parliamentary Assembly refers to its Resolution 1096 (1996) on measures to dismantle the heritage of the former communist totalitarian systems.

2. The totalitarian communist regimes which ruled in Central and Eastern Europe in the last century, and which are still in power in several countries in the world, have been, without exception, characterised by massive violations of human rights. The violations have differed depending on the culture, country and the historical period and have included individual and collective assassinations and executions, death in concentration camps, starvation, deportations, torture, slave labour and other forms of mass physical terror, persecution on ethnic or religious base, violation of freedom of conscience, thought and expression, of freedom of press, and also lack of political pluralism.

UN Human Rights Commissioner Louise Arbour, who is currently visiting Russia, has voiced concern about the squalid conditions of Chechen refugees in the North Caucasus, BBC News reported.

Arbour visited a tented camp in Ingushetia, where tens of thousands of refugees fled to escape the conflict in neighboring Chechnya.

In an interview with RIA Novosti she described them as living for a long time in “exceptional poverty”. Arbour will raise the question of human rights during meeting with Chechen officials in the republic’s capital Grozny, scheduled for Tuesday.
