Speaking after a visit to the region, Ms Arbour said she had "serious concerns" about the integrity of basic law enforcement institutions and warned there appeared to be no checks and balances on those in power. Her view of life in Chechnya contradicted that of President Vladimir Putin, who regularly claims the republic is getting back to normal after more than a decade of separatist war. Ms Arbour dismissed the assessment, saying allegations of police torture, intimidation, and disappearances were "credible" and serious changes were needed. MOSCOW. Feb 24 (Interfax) - UN High Commissioner for Human Rights Louise Arbour said a representative of her office would be given a permanent posting to Moscow within the next several months.
Agreement on the Moscow office was reached during Arbour's last visit to Russia, she told a Friday press conference at Interfax.
It took a long time to find the candidate for the post, she said, noting that high interest in this position was raised in the world community.

Russia has about 80,000 troops stationed in Chechnya, a republic in the North Caucasus, to battle rebels seeking to set up a separate Islamic state.
