This report is the result of a mission sent to Saint-Petersburg in June 2005, in the context of an increasing climate of hostility against human rights defenders, characterised by the multiplication, over the past two years, of physical attacks against them - including assassinations - and by numerous assaults on associations’ offices. On March 15th, attorney Mikhail Trepashkin declared an unlimited hunger strike to protest against the refusal of his conditional early release. On March 15th, the Sverdlovsk Provincial Court refused his writ of appeal of the ruling of the Tagilstroyevskey Court of Lower Tagil, which came to the same decision on November 24th, 2005. Trepashkin's attorney, Elena Liptser, reported to a correspondent of PRIMA-News that on March 16th, Trepashkin's defense attorney Dmitriy Rozhin was not allowed to visit him in the Ekaterinburg investigation isolation unit, despite having obtained appropriate permission from the Sverdlovsk Provincial Court. Prison management justified this by pointing to the fact that Trepashkin will soon be sent to a penal colony. Trepashkin was sentenced on the charge of divulging state secrets. Member States to Back Human Rights Council Resolution 10 March 2006 We [undersigned NGOs] believe that the draft resolution to establish a Human Rights Council presented by the President of the General Assembly is a sound basis to strengthen the U.N.'s human rights machinery. World leaders pledged to do this when they met at the September 2005 World Summit. We call on all states to join the consensus that has emerged in countries from all regions of the world and to adopt the draft resolution. The proposed Human Rights Council will be better equipped than the existing Commission on Human Rights to address urgent, serious and long-running human rights situations wherever they occur. Amnesty's appeal comes on the eve of a visit to Moscow by the president of the European Commission, Jose Manuel Barroso. Amnesty's EU director Dick Oosting said Russia had to be called to account for continuing human-rights abuses in Chechnya and the unaccountability of its law-enforcement agencies. The 47-nation UN Human Rights Council will replace the current 53-country UN Human Rights Commission. The existing body has been heavily criticised for having countries with poor human rights records as members. The US voted against the plan, saying the reforms did not go far enough, but pledged to work with the new council. UN Secretary General Kofi Annan welcomed what he called an "historic resolution... that gives the United Nations a much-needed chance to make a new beginning in its work for human rights around the world".
