On April 3rd, the Civil Matters Board of the Tyumen Provincial Court left in force the decision of the Central District Court of Tyumen to refuse to examine Bayram Yusupov’s Immigration Court case. Yusupov disputes the refusal of the examination of his petition for refugee status. The provincial court supported the district court’s position, half a year after the analysis of the circumstances under which Uzbek citizen Yusupov is requesting refuge in Russia, noted Human Rights Center "Memorial" and the Civil Assistance Committee. The court did not take into consideration the petition of Human Rights Watch concerning Russia’s international obligations.
