The Supreme Court has referred to the Code of Criminal Procedure (CCP), which has no notion of "a representative of a deceased person." Making comments on the decision of the Supreme Court of the Kabardino-Balkarian Republic, advocate Larissa Dorogova, who represented the interests of the parents of perished Moslems, said: "This decision in relation to those perished cancels the defence institute. There is judiciary practice that close relatives may represent non-material rights of deceased persons, i.e. their honour and dignity. (Yes!) movement coordinator Maria Gaidar used mountain climbing equipment to hang a ten-meter-long sign from Bolshoi Kamenny Bridge with a message for the Kremlin. “Give elections back to the people, scum!” The Russian State Duma passed the amendments to elections law that were the subject of that unauthorized protest on November 17. According to the press service of the Yabloko Party, about 20 Youth Yabloko members chanted “Russia without Putin” and “Down with elections without choice” on Sofiiskaya Embankment in Moscow. All told, Memorial has records of 1804 kidnappings, in which 986 of the victims have disappeared completely and 181 of them were later found dead. In the report published by Memorial and the International Federation for Human Rights entitled “Torture in Chechnya: ‘Stabilization’ of a Nightmare,” it is noted that that organization’s monitoring covers 25-30 percent of the territory of Chechnya. In a 12-page report on Russian compliance with a global ban on prisoner abuse, the U.N. Committee Against Torture said it had "reliable reports of unofficial places of detention in the North Caucasus," where security forces are trying to quell Muslim separatists. The committee, comprised of 10 independent experts, said it had learned of "allegations that those detained in such facilities face torture or cruel, inhuman and degrading treatment." Russian officials have disputed abuse accusations in the past. The U.N. committee's report also highlighted "numerous, ongoing and consistent allegations that abductions and enforced disappearances" in Chechnya were carried out by government officials or with their consent and that perpetrators went unpunished.
