According to these organizations, in Russia the conditions for the activities of human rights activists become worse day after day, since the authorities ban their meetings, intimidate and accuse them of having ties with western special services, while any criticism of Vladimir Putin's regime "is severely punished," the "Kommersant" newspaper writes. The experts assert that the authorities have corrected the legislation so that to complicate as much as possible the registration process of non-commercial organizations (NCOs). The killings were part of what Human Rights Watch documented as a massacre that Russian riot police and contract soldiers carried out in the midst of a sweep operation several days after Russian forces had taken control over the area. The court’s unanimous ruling held Russia accountable for the 11 deaths, inhuman and degrading treatment of one of the applicants, failing to conduct an effective investigation, and failing to provide an effective domestic remedy for the abuses. Representatives of the local authority are continuing the "voluntary- forced" removal of inhabitants of points of temporary accommodation (PVR), reported the Center of Independent Journalists and Council of Nongovernmental Organizations (SNO) on July 26. PVR tenants in Grozny report that on July 25, the Head of Administration of the Leninist region, Bakharchiyev, Ministers of Culture and Building, Muzakayev and Gekhayev, and local police arrived at the PVR. They told the inhabitants that during August there will be a large festival in Grozny, "Peace in the Caucasus", and that the PVR building will be used to house numerous guests. In connection with this they demanded that the forced migrants living there leave their accommodations by 6:00pm.
