Russian Ombudsman To Probe Activist's Detention
Russia -- Map, undated (RFE/RL) August 1, 2007 -- Russia's human rights ombudsman, Vladimir Lukin, has said he will investigate the case of an opposition activist who says she is being held against her will in a Murmansk psychiatric clinic.
Larisa Arap, a member of the United Civic Front opposition movement, says she is being held at the institution as a reprisal from health workers for negative articles she published in a newspaper. Arap had alleged that patients at another local psychiatric clinic were beaten and sexually abused.
Arap is the head of the Murmansk branch of the United Civic Front. AP quoted a spokeswoman for the movement, Marina Litvinovich, as saying that Arap's detention "smacks of the Soviet-era practice of locking dissenters in psychiatric clinics."

30 July 2007 13:25 Russian dissident 'forcibly detained in mental hospital' By Alastair Gee in Moscow Published: 30 July 2007 A Russian opposition activist has been forcibly detained in a psychiatric clinic near the Arctic city of Murmansk, the chess champion turned dissident Garry Kasparov said yesterday. The move was revenge by the authorities for an article in which the activist, Larisa Arap, 48, criticised practices in children's mental health wards, Mr Kasparov said. Ms Arap, a member of Mr Kasparov's United Civil Front, is being medicated against her will, he claimed. Activists say this is not the first case of politically motivated, enforced admission to hospital in President Vladimir Putin's Russia, and have condemned the move as redolent of the Soviet era. Mr Kasparov said: "It could happen if you attack the interests of the local Gazprom, the local military base, the local medical mafia. Attacking the interests of local bureaucrats is a terrible risk, because ... >> full...
